There is no evidence nationally or internationally that greyhounds pose a higher threat to the public when on leash. On the contrary, the greyhound is well-known for it’s gentle and loving nature. There is no evidence of any special skills or certification held by the GAP testing officials. There is no external validity of the test carried out and the required kennel stays compromise animal welfare. We therefore suggest (a) a removal of the muzzle requirement and the green collar test, or (b) an equal and impartial treatment of all greyhounds in terms of testing procedures, costs and access, regardless of origin, (c) a science-based test procedure externally validated by experts that does not compromise animal welfare, (c) the possibility for any state licensed veterinarian to test (just like any of the thousands of Victorian licensed vehicle testers can issue a certificate of road-worthiness for a car to be sold), and (d) full transparency of all tested dogs since 2010, including owner’s name and racing identification, dog’s name and racing identification, date arrived, date tested, date released, and outcome of test.
